What is a Dynamic Purchasing System (DPS)?

A Dynamic Purchasing System, or DPS for short, is an online system for pre-qualifying potential suppliers and running tenders. The use of a DPS reduces the volume of information that needs to be submitted and checked during each tender, thereby enabling shorter tender timescales. It is used for requirements that fall within the Utilities Contracts Regulations 2016 or Utilities Contracts (Scotland) Regulations 2016. 

Scottish and Southern Electricity Networks use the Delta eSourcing DPS platform for Flexibility Service requirements. This is an online portal where prospective suppliers can register and qualify to provide services, as well as participate in tenders.

SSEN regularly tender for Flexibility Services in our Scottish Hydro Electric Distribution plc (SHEPD) and Southern Electric Distribution plc (SEPD) regions. Potential suppliers will need to qualify for one or both regions according to the location of their assets.
